The Department of Agriculture (DOA) Malaysia will be implementing ISPM No. 15 for all import shipments effective January 1, 2010.
As such, all wood packaging material (WPM) used in any consignments imported into Malaysia should be treated and marked accordingly as prescribed in the regulation. A grace period of six (6) months from the date of implementation will be given to allow all government agencies, forwarding agents, and importers to familiarize with the necessary requirements.
Effective July 1, 2010, the following Phytosanitary Measures will be enforced should the following situations occur:
WPM with Approved Marking but live regulated pest found:
Commodity shall be subject to treatment at once. If not possible, the commodity will be returned to sender/country of origin or destruction of the WPM, all at the exporter/importer's expense.
WPM without Approved Marking, with or without live regulated pest found:
Commodity shall be subject to immediate treatment. If the WPM condition is bad, the WPM will be immediately destroyed or may be refused entry. All expenses will be the responsibility of the exporter/importer.

Attention Importers: The flexible enforcement of ISF (10 + 2) will end on January 26, 2010.
ISF rule applies to Import Cargo arriving to the US by vessel and was put in place to improve CBP's ability to identify high-risk shipments and prevent smuggling and ensure cargo safety and security. ISF Importer of Record is responsible for submitting the ISF filing.
CBP may issue liquidated damages of $5000.00 per violation for submission of inaccurate, incomplete or untimely filing. CBP may withhold the release or transfer of your cargo and refuse to grant a permit to unlade for your merchandise. Goods may also be subject to seizure and a "Do not load" order at origin or further inspection on arrival.
